Foster Care Services
To better serve the nearly 400,000 children in the U.S. foster care system, we offer a variety of services.
Regular Foster Care
We recruit and train foster parents and license family foster homes to support the essential needs of foster children, including housing, parental support, and comfort.
Treatment Foster Care
We recruit, train, and license foster parents for a foster child who requires higher levels of behavioral support and/or clinical therapy.
Child and Family Support Services
We provide comprehensive services to help establish and maintain safe, nurturing, stable, and supportive families.
Respite Care
We provide in-home and out-of-home care services to primary caregivers who are absent or need relief for a short period of time.

Frequently Asked Questions
General licensing requirements, for all levels of foster care:
- You must be 21 years of age or older and legal resident(s) of Arizona.
- You and all persons living in your home for 21 days a year or more that are 18 years of age or older must have a fingerprint card and pass a criminal history background check.
- You are required to attend 30 hours of pre-service training provided through Foster Parent College and the Department of Child Safety (DCS).
- Your home must pass an Office of Licensing & Regulation (OLR) or Office of Licensing, Certification and Regulation (OLCR) fire and safety inspection, including safeguarding weapons and alcohol appropriately.
- You and all individuals in the home over the age of 18 must complete all required paperwork prior to licensing, including providing five references.
- You must work cooperatively with the licensing agency. The agency must agree to and support licensing the family for the type of license requested.
- You must be able to obtain a Level 1 Fingerprint Clearance Card and be CPR and First Aid Certified.
- You must have access to transportation for appointments and emergencies.
For Therapeutic Foster Care licensing or Developmental Home licensing, you must:
- have experience in foster care or experience working with children or adults involved in behavioral health or with the Division of Developmental Disabilities (DDD)
- participate in additional pre-service training
- Inquiry – complete initial survey and paperwork with admin staff to ensure foster care is right fit & discuss process
- Pre-service requirements – Assigned licensing staff will guide applicants through registering for necessary training & completing required paperwork. Licensing staff will also complete and submit home study along with licensing paperwork and proof of training completion to Office of Licensing & Regulation (OLR) or Office of Licensing, Certification and Regulation (OLCR).
- Upon approval of application, license is issued and agency works to find appropriate placements.
Our foster parents are single, married and/or partnered.
Yes, we can only license homes in Arizona. However, our parent company Clarvida provides foster parent licensing in a number of states, gives us a call and we may still be able to connect to a Clarvida location.
No you can own or rent your home, apartment or condo. The state will conduct an inspection of your home to determine the appropriateness of licensure.
You must be 21 to be a foster parent and 18 to adopt.
No, the children placed in your home will be covered by state insurance and in some cases private insurance.
No, your home may only be licensed for one service.
No. However, you must be able to prove that you can provide reliable transportation for all the children in your own. Additionally, if your current vehicle(s) are not equipped to provide seats for all the children in your care you must again prove ability to transport in case of an emergency.
